Renewal … in both official languages

Bilingual Vocabulary for Governance, Public Policy & Administration was researched and written by Dick de Jong, a former senior executive with the federal and Alberta governments. It provides a body of French and English vocabulary so Canadian public servants can develop, maintain and strengthen their official language capabilities. Below are two sections that will help managers meet government renewal goals’in both official languages.

 

On Program and Expenditure Review / Sur l’examen des programmes et des dépenses

It is a good management practice to review programs and activities periodically to provide a high level of service to Canadians, to realign programs to focus on the highest priorities, and to ensure value for money in the management of resources.

A program review should look at the best available evidence to answer questions about the program’s rationale and performance, the continuing relevance of its mandate, and the case for continuing the program, either in its current or in a different form, or for reducing or terminating the program.

If a program is to continue, the review should determine whether there is a more cost-effective way to deliver the program or to achieve the intended results, and at what level the program should be funded in relation to its objectives and past performance and overall government priorities.

A review should also examine whether there may be a role for other jurisdictions in program funding and delivery, including through the transfer of authorities; or for the private sector, such as through a contractual arrangement. Proposals for substantive program changes should address the advantages, risks and consequences of the proposed course of action.

 

C’est une bonne pratique de gestion d’examiner les programmes et les activités de temps à autre afin d’offrir un haut niveau de service aux Canadiens, de réaligner les programmes pour se concentrer sur les priorités les plus importantes, et d’assurer le rapport qualité-prix dans la gestion des ressources.

Un examen de programmes devrait examiner les meilleures données disponibles pour répondre aux questions sur la raison d’être et le rendement du programme, la pertinence continue du mandat, et la justification de la continuité du programme, soit dans sa forme actuelle, soit dans une forme différente, ou de la réduction ou de la suppression du programme.

Pour qu’un programme continue, l’examen devrait déterminer s’il existe une façon plus rentable de l’exécuter ou d’obtenir les résultats escomptés, et quel devrait être le niveau de financement approprié pour le programme par rapport à ses objectifs, son rendement passé et les priorités globales du gouvernement.

L’examen devrait également étudier si d’autres sphères de compétence pourraient jouer un rôle dans le financement ou l’exécution des programmes, y compris par le transfert des pouvoirs; ou s’il existe un rôle pour le secteur privé, notamment au moyen d’une entente contractuelle. Toute proposition de modifications substantielles dans le cadre du programme devrait aborder les avantages, les risques et les conséquences du plan d’action proposé.

On Organizational Renewal /Sur le renouvellement organisationnel

Public sector organizations operate in a constantly changing environment. They should therefore periodically review their mandates, capabilities and performance to ensure that they are doing the right things and are doing them in the most cost-effective manner.

Organizational renewal is a change management process that aims to re-think and transform the culture, capabilities and strategy of an organization to achieve higher levels of performance. It asks: What is our purpose and mission? What are our strengths and weaknesses? What do our clients expect of us? How good are we at what we do? What is holding us back?

A renewal project aims to reposition the organization to be the best it can be in fulfilling its vision and role. Renewal re-focuses the organization on its core business and priorities, enhances service quality to improve client satisfaction, and invests in people to ensure that the organization has the right knowledge, skills and capabilities to achieve its mission and goals. Renewal should place an organization at the leading edge in its field.

Les organisations du secteur public fonctionnent dans un milieu en évolution constante. Par conséquent, elles devraient examiner périodiquement leur mandat, leurs capacités et leur rendement afin de garantir qu’elles s’acquittent bien de leurs fonctions et qu’elles le font de la manière la plus rentable.

Le renouvellement organisationnel est un processus de gestion du changement visant à repenser et transformer la culture, les capacités et la stratégie d’une organisation pour atteindre les plus hauts niveaux de rendement. On demande: Quel est notre but et notre mission? Quelles sont nos forces et nos faiblesses? Quelles sont les attentes de notre clientèle? Quelle est la qualité de notre rendement? Qu’est-ce qui nous empêche de progresser?

Un projet de renouveau vise à repositionner l’organisation afin d’améliorer la façon dont elle remplira sa vision et son rôle. Le renouvellement réoriente les activités principales et les priorités de l’organisation, augmente la qualité de ses services afin d’améliorer la satisfaction de la clientèle, et investit dans ses gens afin d’assurer qu’elle possède les connaissances, les compétences et les capacités nécessaires pour réaliser sa mission et ses objectifs. Le renouvellement devrait placer une organisation à la fine pointe dans son domaine.
