This new board will assist in shaping the editorial content of this well-rec- ognized brand in bringing readers thought-provoking and relevant articles in public sector management. David has spent his career in academia, the private sector, government and the not-for-profit sector. In academia, he held the Jarislowsky Chair in Public Sector Management at the University of Ottawa from 2008-2015. He also served as a professor in the School of Public Administration at the University of Victoria and Dean of the Telfer Faculty of Management. He was Director of the GSPIA at the University of Ottawa. Outside of academia, from 1996-2002, David was President of the Public Policy Forum, an Ottawa based independent think tank, and then became Executive Vice President of EKOS Research Associ- ates Inc., a leading public opinion research firm. Working in the federal government, during the early 1990’s, David led the transition team for Prime Minister Chrétien after the 1993 general election, was appointed Assistant Secretary to the Cabinet for Program Review and Machinery of Government in the Privy Council Office. More recently he served a seven-year term as Com- missioner of the Public Service Commission. Robert Shepherd is As- sociate Professor in the School of Public Policy and Administration at Carleton University. He is responsible for super- vising the Diploma in Public Policy and Program Evaluation (DPPE), which is an online program that attracts 20-25 students from around the world annually. He is the current President of the Canadian Association of Programs in Public Administration (CAPPA), which represents more than 20 gradu- ate and undergraduate schools across Canada. He is also Past-President of the Consortium of Universities for Evaluation Education (CUEE), which represents Canadian graduate schools working in program evaluation. His research interests concern ethics in government, Canadian administrative reforms, Indigenous public administration and funding models, and policy and program evaluation. He has just completed a book project entitled Honest Politics Now , which con- tains ethics case studies to be used in graduate public administration programs. From 2003 to 2014, John Milloy served as a Member of the Legislative Assembly of Ontario for the riding of Kitchener Centre. During that period, he held several Cabi- net Portfolios including Minis- ter of Training, Colleges, and Universities; Research and Innovation; Community and Social Services; Government Services and Government House Leader. Prior to that, he worked as the Director of Public Affairs for the Centre for International Governance Innovation (CIGI), a Waterloo- based think tank. He came to CIGI from Parliament Hill, serving under several senior Cabinet Ministers, includ- ing five years on the senior staff of Prime Minister Jean Chrétien. Upon retirement from politics, John returned to the academic world and currently serves as a Lecturer in the Master of Public Service Program at the University of Waterloo. He is also the Director of the Centre for Public Ethics and Assistant Professor of Public Ethics at Waterloo Lutheran Seminary and the inaugural Practitio- ner in Residence in Wilfrid Laurier’s Political Science Department. Andrew Treusch began his career with the Public Service of Canada in the early 1980s. He joined the Department of Finance in 1984 and then moved to the Privy Council Office, the Treasury Board Secretariat and the Department of Hu- man Resources and Skills Development in positions of increasing responsibility. In 2007, Andrew was named Executive Director of the Competition Policy Review Panel, chaired by L.R. Wilson. He was appointed Associate Deputy Minister of Environ- ment Canada in June 2008 and later Associate Deputy Minister of Public Works and Government Services Canada in September 2009. In December 2012, Andrew Treusch was appointed Com- missioner of the Canada Rev- enue Agency (CRA). Andrew served as the Deputy Minister Champion for Memorial University, the National Chair of the Government of Canada Workplace Charitable Cam- paign, and President of the Institute of Public Administra- tion of Canada (IPAC). He received IPAC’s 2016 Social Leadership Award. He retired as Commissioner of the Canada Revenue Agency in 2016. He currently serves as a Distinguished Fellow with the Canada School of the Public Service. Prior to joining the Government of Ontario in 1978, Vic Pakalnis worked at Kerr Addison Mines, Ltd., Iron Ore Company of Canada and Falconbridge Nickel Mines Ltd. At the later company, he served as the Senior Ground Control Engineer. At the Ontario Ministry of Labour, Vic worked as Chief Mining Engineer, Provincial Director of Mining and Industrial Programs and as Regional Director, Eastern Ontario. He was lead Operations Director for Human Re- sources and responsible for recruiting and training over 200 new inspectors. In 2007-8 he was ap- pointed the Ontario Public Service Amethyst Fellow in Public Policy, School of Policy Studies at Queen’s University teaching courses in the MPA, MIR and Mining Engineering: policy implementation, project management, occupational health, and safety. He is the author of a num- ber of papers on subjects such as mine research and innovation, safety, and public policy.
