The central theme is Canada’s shift toward the green economy. This goal is a pillar of the confidence and supply agreement between the Liberal and the New Democratic parties. The government has committed to achieving net zero carbon emissions by the year 2030. To achieve this end, the fossil fuel industry will have to transform. The governments has released new guidelines for future subsidies to the fossil fuel industry. To receive public funds, projects will need to reduce greenhouse gas emissions, support clean energy, or show a commitment to net zero by 2030. Further to this, carbon taxes and clean fuel regulations are in place, which are meant to help reduce carbon emissions but add to the heft of the cost of living for many Canadians - at least until the rebates come in. This issue’s article by Paul West talks about the role of smart cities and technology in moving us toward a greener economy. We are excited to bring you the highlights of a conversation between Michael Wernick, Jarislowsky Chair in Public Management, and Dr. Amanda Clarke, Associate Professor at Carleton University, about the nature and implications of federal government contracts.
