From a global pandemic to war in Ukraine to the Gaza conflict to growing climate change and, once more, Donald Trump in the White House. Can any government reasonably plan for disruption? What should governments do when, as the saying goes, the only thing certain in life is uncertainty? Within the Government of Canada resides Policy Horizons Canada, a “foresight centre of excellence” with this mission: “We identify and explore potential disruptions to enable the creation of robust and resilient policies.” Their 2024 Disruptions on the Horizon report anticipates a set of thirty-five possible disruptions that could significantly affect Canada. Some are global in origin; others have clear domestic manifestations. They cover five broad categories: society, health, politics/geopolitics, economy, and environment.
