Graham Flack
Senior Fellow at C.D. Howe Institute and former senior federal public servant including Secretary to the Treasury Board and Deputy Minister of Employment and Social Development
Graham Flack is a recently retired federal public servant who held deputy minister positions in five different departments.
He joined the federal government to work on the Quebec referendum and Secession Reference. He contributed to issues ranging from Canada’s first National Security Policy to the international response to the Global Financial Crisis to the provision of timely supports to Canadians during COVID. His final position was Secretary of the Treasury Board.
Graham was the founding chair of the Deputy Minister Committee on Innovation and helped establish the Recruitment of Policy Leaders program. He serves on the Board of the Public Policy Forum, the Advisory Board of the Banff Forum and is a Senior Fellow of the C.D. Howe Institute.
He received degrees in political science and economics from Dalhousie University and the University of Oxford where he was a Rhodes Scholar. He is a former law clerk of the Supreme Court of Canada and graduated with an LL.B. from Dalhousie University and an LL.M from Harvard University.
Marta Morgan

Marta Morgan is a highly experienced policy leader with deep expertise in foreign policy, economic and trade policy. She brings a nuanced understanding of the evolving geopolitical context, Canada–U.S. relations, and the intersection of national security and economic policy. With insight into the federal government’s shifting policy priorities and decision-making processes, Marta advises clients on how to develop effective, impactful strategies to advance their objectives in a rapidly changing environment.
Marta previously served as Deputy Minister of Foreign Affairs and Deputy Minister of Immigration, and held senior roles at Industry Canada and Finance Canada. She worked closely with the natural resources sector as Vice President of the Forest Products Association of Canada, and has engaged with the telecommunications, manufacturing, and life sciences industries throughout her career.
She is currently Co-Chair of the International Economic Policy Council at the C.D. Howe Institute, a Fellow at the Public Policy Forum, and serves on several not-for-profit boards.
Marta holds a BA in Economics (Honours) from McGill University and a Master in Public Policy from the Harvard Kennedy School of Government.
Tonda MacCharles

Tonda MacCharles is a bureau chief and senior reporter in the Star’s Ottawa bureau where she has covered federal politics and public policy for 20 years. Her 35-year journalistic career includes nearly 10 years in broadcast journalism with CBC’s The National and The Fifth Estate. Her beats have spanned coverage of all major political parties, legal affairs and public safety issues. She appears as a regular television panelist and is a three-time political trivia champion on CBC radio and CTV television networks, which counts for nothing but bragging rights.
Andrew Enns
Executive Vice-President, Central Canada Leger
Andrew is the executive vice-president of Leger’s Central Canada operations, including the company’s Winnipeg and Toronto offices. He joined Leger in 2019 (when Leger acquired NRG).
Andrew has over 20 years of experience in the Canadian market research industry, providing strategic advice for a wide range of public and private sector clients. As part of his responsibilities for Leger Central Canada, he actively participates in the company’s national public affairs practice and supports the healthcare and insights research divisions. Andrew is also a media spokesperson at Leger (specifically with respect to public affairs).
Prior to his time in the research industry, Andrew spent almost a decade working in the governments of Canada, Ontario and Manitoba, which provided a solid foundation of policy and communications experience to support clients’ research needs.
Kevin Page
President and CEO, IFSD
Kevin Page is the founding President and CEO of IFSD and is recognized as a national authority on Canada’s budgetary system and its intersection with cabinet and parliament. Kevin sets IFSD strategy and is the last word on product quality control.
For 27 years, Kevin was a dedicated member of the federal public service at three central agencies responsible for fiscal matters, including the Department of Finance, the Treasury Board Secretariat, and the Privy Council Office of Canada. His work in the departments of Agriculture and Agri-food, Fisheries and Oceans, and Human Resources and Social Development gave him an important perspective on the challenges faced by line ministries in the expenditure management system. As Assistant Secretary to the Cabinet for Macroeconomic Policy, Kevin advised the Prime Minister on economic and fiscal matters.
Kevin was named Canada’s first Parliamentary Budget Officer (PBO) in 2008, serving Parliament. As the founding officer Kevin’s work set standards for fiscal transparency and accountability and led to the organization being considered an international benchmark. Following his time on Parliament Hill, Kevin held the Jean Luc Pepin Research Chair at the University of Ottawa (2013-16) where he taught public finance and economics and encouraged youth participation in public policy discourse. Currently, he teaches a public policy seminar course at the Max Bell School of Public Policy at McGill University in Montreal.
Kevin has provided expert support to leading international organizations like the Organization for Economic Cooperation and Development (OECD), the International Monetary Fund (IMF), and the World Bank to support the development of public finance capacity in different parts of the world. He has participated on advisory boards including the Slovak Republic Fiscal Council (CBR) and the International Public Sector Accounting Standards Board (IPSASB). In Canada, he has volunteered in advisory positions on social issues at both a national level (Canadian Alliance to End Homelessness) and a local level (Serenity House – support for people with addictions to drugs and alcohol).
In 2015, Kevin co-authored Unaccountable: Truth and Lies on Parliament Hill, which is a unique insider’s look at the PBO, federal government and parliament.
Born and raised in Thunder Bay, Ontario, he has undergraduate degrees from Lakehead University and Simon Fraser University and holds a Master of Economics from Queen’s University. Kevin has also received an honorary Doctor of Laws from Lakehead University and an honorary doctorate from the University of York (UK). He has had the good fortune of receiving many accolades for his work, domestically and abroad, and from across the political spectrum.
