What are the key initiatives to support government innovation and change? How to empower employees to innovate and take risks? What are the tools, knowledge and expertise needed to transform programs and services? These questions and more will be addressed at CGE Leadership and TechGov Summit 2019.
The two-day conference, hosted by Canadian Government Executive, will focus on leadership and technology. The first day will feature stimulating and thought-provoking presentations and discussions on leadership, innovation and change management. On the second day, the focus will be on providing services with greater speed and quality through technology.
Marc Brouillard, Chief Technology Officer of the Government of Canada is one of the keynote speakers. He will be speaking on Day 2 of the summit on the intersection of people, process and technology in digital transformation. In this equation, technology is not the most important of the three elements. Brouillard will focus first on people and process and the importance of these two elements and then share his views of where technology is going in the Government of Canada. He will provide pointers to enable business leaders to digitize their processes even when they do not necessarily know what technology can do for them.
On the first day, John Kamensky, Senior Fellow, IBM Centre for the Business of Government and an Associate Partner with IBM’s Global Business Services will speak on innovations in performance and results management. He will share this session with Derek Armstrong, Executive Director, Results Division, Treasury Board of Canada Secretariat as they delve into the evolving approaches of these types of management in the U.S. and Canada.
Kamensky has over 20 years of public service experience in which he has helped to pioneer the federal government’s performance and results orientation. He is very passionate about helping transform government to be more results-oriented, performance-based, customer-driven, and collaborative in nature. Before joining the IBM Center, he served for eight years as deputy director of Vice President Gore’s National Partnership for Reinventing Government. Before that, he worked at the Government Accountability Office, where he played a key role in the development and passage of the Government Performance and Results Act.
“I will be talking at the summit about how the U.S. approach to performance management has evolved over the past 25 years that I’ve been actively associated with it,” said Kamensky. “I will share what the U.S. is doing now and its efforts – they are not viewing it so much as performance management but more as evidence and data analytics – as a way to better manage and get results.”
He will also share what’s going on government-wide, the agency level, program level, and some of the capacity building that has been authorized by recent federal laws. He will touch on some of the potential directions that performance management, evidence and data analytics will likely be headed in the next few years, both in the US and Canada.
